You have to patch your system files using theme Resource Changer

Now Extract all the files to your desktop or anywhere else
then execute the 'Win 7 Flame.exe' in the theme folder
And then you can apply the theme from Personalization window
Control Panel\All Control Panel Items\Personalization
(paste this in your windows Explorer)
IMPORTANT: You must use Theme Resource Changer to get the best result.
How To Apply Extras

First Extract Extras Folder
To Apply Login screen Use 'Login editor' included in the archive. To Apply Start orb Open ''Windows 7 Start Orb Changer.exe" click 'Change'button on the window
and browse and select '1033_12.Proper.Size.bmp'.
To Apply Currsor in the 'Fire Dragon' folder right click 'Install.inf' and select install and then select Fire Dragon from the 'pointer' tab in mouse settings
To Apply Boot Screen Open 'Win7BootUpdater.exe' open file menu and select Load Boot Skin
and select 'Flame Boot.bs7' given in the 'Boot Skin' folder and Click 'Apply button'
